I have a 45 cal half stock and I don't have a podwer measure but I do have a reloading scale how do I figure 30 grains of 2 f on scale
 
Assuming you are using real black then ... 30 grains by weight. Swiss 2F is the "standard" supposedly.

If you are using a substitue 30gr by volume for bp is just at 2cc - you can look up the density of the subs in the Lee VMD doc (im not home so i cant post it until later tonight)
 
Empty cases of many calibers are available at the range.
Dixie Gun Works published a chart in their catalog telling the amount of black powder each cartridge can hold.
Of course you would remove the neck of bottle-necked cartridges.

With the chart above you can decide the best cartridge (s) for your load (s) then you can make a dipper:
