I would think the 3031 in cold weather is not good on temp scale for being consistent. I think thats one of the reasons the fast to medium powders work better.

I’ve used IMR3031 in my .40 SML & it runs fairly even with 4895. Very tall powder columns & the 3031 is on the dirty side, but nuthin like Acc2495 is. That stuff was terribly dirty to where I only got about 6 shots before I couldn’t get another bullet down my bore without a hammer.

No, I have not seen the need to duplex any powder for my .40. I have duplexed powders but in my .45's.
There are far too many other very good powder options avail &/or, onhand for me to use.
As it turns out, the IMR3031 & 4895 I have are so old that they have 14.00 price stickers on them.
Both powders gave me FTF's & a lot of them, even with Mag primers. It appears that they lost their " Zippity " in their " Dodah ". Once again I turned to Vihtavuori
