"Controlled Burns" out of control! Are the Feds responsible?

A friend has (had) a ranch that was on the edge of a federal controlled burn. Got out of control, went over to his property and destroyed a large amount of acreage.

Is he able to get compensation?

I think he should definitely try to get some kind of compensation but not hold his breath.
