Question about the BH209 load chart

In the BH209 load chart below, the standard 250gr Hornady SST/ML has a lower FPS than the Low Drag sabot. The Low Drag should be smaller in diameter and create less of a seal so how is it showing higher velocities over the various charge range? The 300 gr show just the oposite and is more like it should be. Thanks.

I'm just guessing; maybe the bases of the sabots are the same size and provide the same seal. The low drag sabots are easier going in, so they are easier coming out yielding a higher velocity.
