are they stainless on the inside too?

ie is the INSIDE of a stainless barrel much more corrosion/rust resistant than a "normal" one?

A true stainless steel barrel, can be of a number of different grades and kinds of stainless steel. While percentages can very the big difference in stainless is weather the base material includes nickel or chrome; chrome stainless is very expensive and only rarely used for barrels. Nickle stainless can rust but it is much more resistant to it than regular steel, it is also much denser than regular steel so the pores are smaller thats why its easier to clean.
Real stainless is dense and solid so the inside is the same steel as the inside. If its regular steel on the inside of the barrel then what is on the outside is that phony nickle plating.

Stainless is not a plating on barrels or anything else that ive seen.

Its solid but there are various grades such as 416 and then sub variations too.
