Is the Leupold Ultimate Slam scope a VX 1 or VX II

The lens coating etc. looks like it is VXI, but the dials are not "friction" style. They are the VXII style "clicks."

DId not see that but I figured as much for the price..I guess if it were a vx-II it would be over 300 bucks

There is in fact a very similar VX-II model that was produced. It is the VX-II "LR Duplex" and it does sell for more than $300.
